On December 1, 2009 the Sangguniang Bayan (SB) of Pozorrubio was chosen the Most Outstanding in Pangasinan from among all the 1st, 2nd, 3rd class municipalities. There was none chosen from the component cities; none also from the 4th, 5th, class towns. Thus, the Pozorrubio SB is the one and only nominee in Pangasinan to qualify for the Regional Search sponsored by the Department of Interior and Local Government (DILG). This was the information as gleamed from the official nomination form sent to the region by Domiciano N. Soriano, Jr., Chairman of the Provincial Award Committee. It is a no mean feat for this town tucked at the foot of the Cordilleras. Even more doubly so. For back to back, it has not only the Most Outstanding Sangguniang Bayan for this year in the whole of the province; Pozorrubio is also the Provincial Best Performing Local Government Unit (LGU) for two consecutive years, CY2008 and CY2009, in recognition of the exemplary effectiveness of its performance and capabilities as an LGU in terms of the developmental areas (economic, social environment and governance).
The two distinctions qualify the town to represent Pangasinan for the regional search of both events.
Thirty-five percent (35%) of the criteria for the selection of the Most Outstanding Sangguniang Bayan was based on the effectiveness of the Legislative agenda complementing the Executive agenda and its development plan, and that of the provincial, regional and national development thrusts. Another 35% is based on the efficiency of the performance of the Sanggunian, the number of resolutions and ordinances enacted and approved with impact on the local community and its Internal Rules of Procedure (organization and election of officers, creation of committees, order and calendar of business for each session, legislative process and parliamentary procedures, and discipline of members). The rest of the 30% revolves around the effectiveness of the Legislative tracking system, availability of documents, and the quality of office set-up (session hall, legislative offices and office of the secretary/ies with appropriate fixtures and equipment, presence of complementary staff).
