If given the opportunity to lead the local government of  Pozorrubio the first thing that comes to mind is the motto I got from the Jaycess International which says that “service to humanity is the best work of life”, and the Rotary International which says “service above self”, and from former President Manuel L. Quezon’s, “a public office is a public trust.”

This involves good governance which means involving the people because governance is not only the sole responsibility of leaders who govern but also the followers or the people being governed. Good governance cannot be a one – way traffic but two ways – both governor and the governed.

It is often said the if we want to progress above the usual and ordinary as individual, town or nation we need leaders who can move and inspire people and with political will to fight and overcome poverty and rise above themselves.

The malady of today’s society is man’s insensitivity, callousness and indifference to the welfare of the less fortunate and the marginalized people. There is a big discrepancy on wealth among the population where in the rich are getting richer and the poor are getting poorer. The poorest among the poor suffers most in time of disasters and calamities and even in normal times.

To quote our town mayor in her first state of the municipality address “- the single, most important factor that makes or breaks a unit, spells its success or failure …. is governance.”  The unit she is referring to in the quoted statement is the family and the community.  Since time immemorial the perpetual challenge to our government is how to improve the quality of life of the ordinary or marginalized people. Sometime in 1580, in the western coast of Northern Luzon, Philippines, the province of Pangasinan was created. In it a distinct town named Claris went on its daily quiet existence: folks planted, fished, and made salt and bagoong, children played, and early Chinese traders came and went. The Spaniards who came to see and to conquer fancied the red bricks that made up the town’s well and soon were calling it the place of the red well or pozo rubio in their native tongue. Henceforth Claris came to be known as Pozorrubio. The story about the name’s origin though beloved is half a myth. The awaran or

historical accounts claim that the town’s original name Claris was derived from Juan de la Cruz Palaris who led the revolution against Spain in 1762, to eventually proclaim himself king of Pangasinan. In 1868 then noveau parish priest Reverend Father Asencio helped the people in petitioning for the independence of the town from San Jacinto to which it was originally included.  The petition granted, Claris emerged as a new town, its new boundaries encompassing 8,965 hectares, and renamed Pozorrubio. The name Pozorrubio was coined from Pozor, some place in Spain where then incumbent Governor General de la Torre was also a count, and rubio after the red bricks so popular at the time. Then came forth decades of social, economic, political, and material emergence.

The success of a town’s economy is the motivation of its people. What is this word MOTIVATION that makes it a very essential ingredient in the success of a town’s economy? The word motivation is defined as “the act of inducing or to influence a thought and strong feelings on action. Therefore, from the word itself, we could somehow have an idea, that when motivation has come into a person’s life, there could be a big possibility of change on the way he does things and on the way his life was used to be. Just to cite some examples, it is through good motivation, that certain low grader students, if only properly motivated, will have that strong feeling of being challenged to exert more effort only to attain a higher grade the next time around.

Also an ordinary employee, when only properly motivated on his field of work, might someday acquire a more higher position than ever before on the company his working with. This is same as well, with an ordinary citizen of a town that gets a good motivation background around his community, might someday be considered as an asset to his own town.

Thinkers of the old times had discovered different fields of knowledge that contributed to the modern time’s advancement, making human life a little easier, cozier, entertaining, faster, and most especially, complicated. Whether we admit it or not, we now find ourselves living in a world where fast-paced complex lifestyle prevails. Yet, in spite of all these human aspirations—be it something small like having a stable job or a more universal pursuit as making life possible in the outer space, we all fall back on the same bottom line: the need for a better place to live in. A place where there is equality, equity, progress, justice and peace.

We are all given a short time on earth not just to “take up space” as Rick Warren says who authored the famous book Purpose- Driven Life. We are not here only to act and produce, but also to ponder over things that are yet to be improved. “If you were given the chance to be the chief executive of your town, what would you do?” remains a question boggling the minds of those people who have hearts to make a difference at the very grounds of their place of birth.  The small town being the place where we adapted our culture, values, and principles, might exactly be the representation of the kind of lifestyle we’re living. Our small town then may actually be a microcosm of our country—a representation of what kind of nation we are. The same word then must motivate us on moving toward the future. Victory is how it’s spelled.

Serving the people beyond their expectations, recognizing them more than they deserved, relating to them more than it used to be and loving them more than they are…It is leading and managing by more than fair!

The town Pozorrubio has its own share of leader. From the time of Don Benito Magno, the first “Capitan” of the town, to the time of Mayor Emma Zosima T. Chan, the present Municipal Mayor, there is a long distance of 139 years. Within that span of time, the torch of leadership was relayed from one to another. There was a leader for every period. Each and everyone of them has his / her own style of leadership. They are unique in their own way. But, these leaders exhibited one thing in common – the quality of leadership.

Given the opportunity to lead and manage the local government of Pozorrubio and the citizens therein, ideally, I will collectively adopt all those strategies and styles of leadership that our past and present Municipal Administrators had, following, of course, some principles of leadership. Putting resident Pozorrubians as the top priority of my administration. The question is… HOW?

“Leadership is action, not a position.” A line which most of our leaders forget.

Recently, the Municipality of Pozorrubio has achieved it vision to become one of the First Class Municipalities in the Philippines. Kudos to the past and present administration and to all the Pozorrubians! The journey does not end there. Our town is starting again in its dream to become a City.

Much have been accomplished by our able local government unit. Projects are found everywhere in the vicinity. Some are still going on. One of these on-going projects is the construction of bridge along the river in Barangay Malasin. This project, if totally materialized, will connect the overseas barangays of Bantugan, Nantangalan, Maambal, Haway and Castaño to the town. For me, it favors the people in the said barangays for the reason that it vanishes the risk, fear and trauma of crossing the river whenever there is typhoon, heavy rains that cause the fluctuating level of water. It is their time to say “goodbye” to “balsa”. It is also advantageous to them in particular and to the municipality in general for it surely transports the increasing capita income of the barrios to the town. For me, almost a dream came true. After those sweet promises given by the aspiring political candidates running for a position in the local government during the campaign and election period. At last! Those promises initially turned into a reality.

Mabilay!

I begin this essay with the Pangasinan language’s word counterpart for Mabuhay! Like mabuhay, mabilay stands for life, exhorting everyone to live, enjoy life and move relentlessly forward. This single word symbolizes our beloved hometown’s past, present and future: 140 years of struggle, ups and downs, frustrations and success.. But the question is, what will Pozorrubio be during the next decades?

Lately I have been promoted to the position of commissioner. Every morning I usually put my ten-month-old granddaughter in her stroller and off we go around the plaza pergola and the parks in front of the municipio. Tanya, my apo, loves to grin and people cannot help but be contaminated by her the radiance of her baby smiles. People usually greet me with a hearty, “ good morning, commissioner,” obviously referring to my being a baby sitter (manag-komis or komis, which is to take care of the baby].

I remember the darapilan (sugar cane mill) in a Buneg farm…

A young farmer prepared a pile of harvested sugar canes for processing. He also got ready his strong kalabaw (carabao) for a half-day work in the darapilan. The kalabaw worked itself very hard so the long sugar canes could be processed and produced into what we called sinakob. When the kalabaw stopped working, the machine of course stopped. As a metaphor, the kalabaw was the lead in the success of this activity, although behind the scene one could think of the young farmer as the lead, who fulfilled that needed human intervention. Without the kalabaw, or even without the machine that ran the darapilan, there would be no products. In turn, the sinakob or the sub-products like patopat were sources of income for the Buneg farmers.

All primary entities in this activity: the young farmer, kalabaw, sugar miller (machine), and sugar canes harvested from the Buneg farm are all parts of a whole operation that contributed to success of the Buneg farmers. Their success was also factored in to a larger community, Villegas; and in turn to a much larger community – their town, Pozorrubio. This simple operation created synergies. For every activity of a community member, it impacts the larger community.

Pozorrubio is no ordinary town.  It is a land filled with promise and potentials only waiting to be cultivated by the right hands at the right time, and the right way.  But before these promising aspirations materialize, the major problems of the land have to be solved.

Capitalism which causes the gap between the rich and the poor, is one proverbial thorn in the Pozorrubians’ life of roses.   This is one main cause of poverty which both the locality and the nation would have to solve not by themselves, but with the help of its residents.  There are many possible solutions to this problem, and usually, it is dealt by having more available jobs to the residents of the locality.  But since our dear hometown Pozorrubio is neither industrialized nor commercialized yet, it is more advisable to make available jobs that can be handled by undergraduates or the laymen.  For us to reduce the gap between the marginalized and the privileged, we have to take into consideration the educational attainment and the profiles of most of our residents.
