by jv Pozorrubio’s Alternative Learning System (originally called Non-Formal Education) is regarded as the only successful ALS in Division II that is fully sponsored and financed by a Local Government Unit. This is according to Dr. Belinda Barrozo, ALS Education Supervisor, in her speech on March 14, 2009 during the ALS Completion Program held at the Benigno V. Aldana National High School PTA-Social Hall. And this is because Pozorrubio ALS is also otherwise referred too as the Art and Emma Project to which the couple had given their personal commitment since former Mayor Artemio Chan was still the chief executive of the town. And now, for SY 2008-2009, Pozorrubio ALS graduates senior citizens. During the completion program wherein Mayor Emma Chan was guest of honor, there were fifteen (15) senior citizens’ Literacy Completers, aside from the sixteen (16) Literacy cum Livelihood Completers, and fourteen (14) Accreditation and Equivalency Completers. Certificates of Appreciaiton were also given to three (3) Outstanding Barangay Captains who were most cooperative in its implementation and most participative in enjoining their kabaranggayan to take advantage of the ALS.

First born in new RHU

It was a difficult birth, 11 hours of dry labor and with cord looped around his neck yet. But at 8:45 in the bright morning of March 17, 2009, weighing 3.3 kilos, Jures is first baby born to parents Oris and Ritchelle.  Jures is also first baby born in the new Rural Health Unit. Midwife Letty is the proud delivery person in both counts.

On Monday, March 9, 2009, we had friends dropping by our homeplace, Pozorrubio -Joe and Gina, Mark and Kimi!

Mayors Emma Chan and Kimi Cojuangco awarded the top ten barangays of Pozorrubio during the celebration of Barangay Night on January 13, 2009.

Buneg under the able stewardship of ABC President Wilfredo Perreras remains unchallenged as the Best Barangay based on the strict guidelines set by the Clean and Green campaign as implemented by the local DILG with Madam Floricel Servito as municipal officer. Imbalbalatong under Kapitana Fely Ann Maligsa is  second best, and Sugcong under Kapitan Rodrigo Guleng is third.

Also awarded were the Best Performing Barangays: (not in particular order) Bobonan, Amagbagan, Balacag, Manaol, Dilan, Tulnac, Poblacion District 4, Maambal, Casanfernandoan and Don Benito.

Bobonan was recognized for having the Most Organized Records, Imbalbalatong for the Best Barangay Hall, Purok 2 of Barangay Sugcong for the Best Nursery Showcase.

Most Improved Barangays were Alipangpang, Batakil, Nantangalan, Palguyod, Barangay District 1, Poblacion District 3, and Laoac.

Top Ten Puroks were also picked out to receive their awards: Purok 2, 3, 4, 5 and 6 of Buneg; Purok 2, 3 and 4 of Imbalbalatong and; Purok 2 and 3 of Sugcong.

Maligayang Pasko sa inyo! 

                In behalf of our municipality and its leaders, I extend to the Pozorrubians and friends of Pozorrubio, the warmest holiday greetings. And, as heartfelt as this greeting, our most sincere gratitude.

For the past months, the presence and easy accessibility of Pozorrubio Online/KaPOZoK Online had become as nearly familiar as the cellular phone. PO and KO also became as nearly familial as our next best of kin. By simply logging on, the distance between and among us seem never to have existed at all. Whatever the gap, it is bridged. And wherever the bridge spanned, fingers had walked and crossed over.

Being one community without boundaries is not an impossibility at all.

Where Pozorrubians lived and breathed, countless others had lived and breathed through the same, too. From beyond the skies, from across the seas, from the other side of the plains and the mountains, or from just across the neighborhood fence, the screen had flashed the words, the stories, the pictures. And regardless of the difference and the diversity of our beliefs, our politics, our lifestyles, we had somehow merged. With one mind, one body, and one soul, we held hands.

It’s hawak-kamay all over again.

This is our first Christmas and our first New Year as a 1^st Class Municipality. And a week before we were informed of the fact, while we were still 2^nd class, we were selected by DILG/NEDA as the Best Performing LGU-LGPMS (Local Government Performance Management System) beating all the other 1^st, 2^nd, 3^rd class-municipalities in the province. Having been selected thus, we become the provincial bet for the Best Performing LGU-LGPMS in Region I, competing with 3 other  towns, one town each of the same category from La Union, Ilocos Sur and Ilocos Norte.

The twin honors from the twin awards my administration share with the past administration headed by my husband, former mayor Art Chan, the Sangguniang Bayan, the department heads and personnel. But most of these we owe to the people of Pozorrubio, here and abroad, because it is you who gave us the chance and the trust to serve you as your public servants and your community leaders.

It is so appropriate and so timely that the theme for the 139^th year of the founding of Pozorrubio is unity in diversity.   Sa ating pagkakaiba at pagkaiba-iba, tayo ay nagkaisa.

Maraming salamat. Manigong Bagong Taon sa ating lahat!

We have come a long, long way. And it was a trail of mathematics, pure and simple.

Pozorrubio is now a 1^st-class town. This is according to the DOF BLGF (Department of Finance, Bureau of Local Government Finance) MEMO CIRCULAR NO. 01-M(58)-08 dated November 12, 2008 re: Reclassification of Municipalities effective July 29, 2008.

Considering that this latest round of reclassification requires that the average annual income bracket of 1^st class municipalities is 55 million or more covering the period 2004 to 2007, the financial statements of which must be COA (Commission on Audit) certified, Pozorrubio is more than truly deserving of this distinction.  The town had been averaging an annual income of more than 70 million for the past 4 years under both the Chans’ administrations.

Pozorrubio was a 4^th class municipality when former Mayor Artemio Q. Chan took his oath of office on the 1st day of the 1st year of his 1^st term as chief executive. During his 3 terms totaling 9 years of public service, Pozorrubio gradually but surely graduated every 4 years to 3^rd class then  to 2^nd class municipal classification.  When his wife, Emma Zosima T. Chan took over as mayor after the 2007 election, there was no way but definitely forward, onward, and up. The couple shares the same strength of political will and unwavering dedication to the welfare of Pozorrubio and the thousands of Pozorrubians, here and abroad.

And hawak-kamay, the couple and the townspeople, time and time again, had shown and proven to all that in diversity, there can be unity. Astounding, miraculous unity. The people, so different in so many ways, gave their trust to both the Chan administrations through their  enthusiasm to pay their taxes, permits and other miscellaneous fees.  

Only the cityhood is left up ahead. But, who knows? Dreams do come true. This dream did.

Pozorrubio is Provincial Champion for the Best LGU – LGPMS (Local Government Unit-Local Government Performance Management System) of Calendar Year 2008. For a second-class town, this is no mean feat, for Pozorrubio was chosen best from among all the 1^st , 2^nd and 3^rd class towns of Pangasinan grouped together in the municipal category.     

This selection qualifies Pozorrubio to represent Pangasinan in the next level – the RDC-DILG (Regional Development Council-Department of Internal and Local Government) Award Searches for Region 1 Best LGU-LGPMS;  the Cleanest, Greenest and Safest province, City or Municipality, Coastal and Inland Bodies of Water; LGU Best Practices, and; Best NGO-LGU Practices.  

The Regional Development Council (RDC) is the regional equivalent of the Provincial Development Council (PDC). While the PDC is chaired by Governor Amado Espino, Jr. with all the Pangasinan mayors as council members, the RDC has Ilocos Sur Governor Deogracias Victor Savellano as chairman and Ilocos Norte Governor Michael Keon, La Union Governor Manuel Ortega and Governor Espino as council members together with some selected mayors from the 4 provinces, regional directors of the different national agencies and representatives from the private sector.

From November 24 to December 11, the Regional Search Committee will conduct validation visits to the provinces, cities, and municipalities.

The Philippine Dental Association/Pangasinan Dental Chapter gave up their Sunday rest to hold a whole-day free dental mission at the 3^rd Floor of the Executive Building, Pozorrubio last September 28, 2008. PDC President Lucy D. Honrado and nine other dentists/PDC members held clinic 8 AM to 4PM to help service the health needs of the Pozorrubians upon invitation of  and in cooperation with Mayor Emma T. Chan and former Mayor Artemio Chan.

Dentists in attendance were Dr. Nathaniel Floyd V. Alipio (Dagupan City), Dr. Mark Lister M. Balatayo (Laoac), Dr. Esmeralda N. Buenaventura (Binalonan), Dr. Josefina L. Custodio (Binalonan, Mangaldan), Dr. Xerxes M. Gomez (Dagupan City), Dr. Rosalinda S. Locquiao (Villasis), Dr. Romeo C. Torralba Jr. (Laoac), Dr. Alexander S. Quinit and John Kurt A. Quinit (Pozorrubio).

 Also present to facilitate the event was the Rural Health Unit staff under Dra. Luisana M. Bautista and volunteer nursing affiliates and the local PNP under PSupt Ronald V. Gayo.
